“Evan Burroughs has spent eight years touting the virtues of an Oregon pilot program charging motorists by the distance their vehicle travels rather than the gas it guzzles, yet his own mother still hasn’t bought in.
Margaret Burroughs, 85, said she has no intention of inserting a tracking device on her Nissan Murano to record the miles she drives to get groceries or attend needlepoint meetings. She figures it’s far less hassle to just pay at the pump, as Americans have done for more than a century.
The federal government is about to pilot its own such program, funded by $125 million from the infrastructure measure President Biden signed in November 2021.
So far, only three states — Oregon, Utah, and Virginia — are generating revenue from road usage charges, despite the looming threat of an ever-widening gap between states’ gas tax proceeds and their transportation budgets. Hawaii will soon become the fourth. Without action, the gap could reach $67 billion by 2050 due to fuel efficiency alone, Boston-based CDM Smith estimates.
Last year, Colorado began adding a 27-cent tax to home deliveries from Amazon and other online retailers to help fund transportation projects. Some states also are testing electronic tolling systems.
But road usage charges — also known as mileage-based user fees, distance-based fees, or vehicle-miles-traveled taxes — are attracting the bulk of the academic attention, research dollars, and legislative activity.
Germany’s central bank may need a bailout to cover losses on the debt it hoovered up as part of the European Central Bank’s (ECB) massive bond-buying programme, the country’s federal auditor has warned.
The Bundesrechnungshof said losses faced by the Bundesbank on more than €650bn (£570bn, $724bn USD) of bond purchases were ‘substantial’ and ‘could necessitate a recapitalization with budgetary funds.’
The critical report of the ECB’s so-called public sector purchase programme (PSPP) – akin to quantitative easing in the UK and US – throws future bond-buying sprees to prop up the single currency bloc in doubt.
Economists have blamed bond-buying programmes for stoking inflation amid a series of negative supply shocks that have increased the risk of economies overheating.
Steep rate hikes by the ECB meant that the Bundesbank suffered a €1bn hit to its bond holdings last year alone.
The losses are similar to those seen in the UK, where the Bank of England has estimated that transfers between the Treasury and the Bank will amount to around £30bn annually over the next three years alone.
Unlike in Germany, losses on the Bank’s stockpile of bonds are automatically covered by the taxpayer under a deal struck by former Chancellor Alistair Darling to indemnify the Bank when bond-buying during the financial crisis.
“French President Emmanuel Macron on Friday hinted at a fresh push to revamp the international taxation system to finance climate efforts.
Macron spoke on the sidelines of the Summit for a New Global Financing Pact in Paris, where delegates from across the world are discussing ways to reform the international financial system to help raise money for climate adaptation and mitigation efforts.
Top economists in France have been pushing for a new national wealth tax to finance the fight against climate change, spurring a debate inside Macron's government.
‘I'm in favor of an international taxation to finance efforts that we have to make to fight poverty and in terms of climate [action]...It doesn’t work when you do it alone, the [financial] flows go elsewhere.’ Macron said during a press conference at the end of the two-day summit in Paris, dismissing the idea that France could introduce a climate tax on its own.’
‘France already has in place two types of taxes that have been suggested: one on plane tickets, another on financial transactions,’ he said adding that he was going to ‘make others follow us and mobilize’ around these issues.”
