At Sherloc HQ, our team has continued to track developments with 15-minute cities (Click Here for a sample from 2023.)
Our research found a pattern: The “Vision Zero” program is a natural starting point for selling people on the idea that limited movement—“for your safety”—is a good idea.
Once you buy into that, convincing you it’s “better for the climate” or “live, work, play” is easy for you to swallow.
And there’s your 15-minute city.
Editor’s Note: The idea of “Live, Work, Play” originated in communist countries, where you told which direction you were to go in.
In this special report, our goal is to connect some dots for you… and to show you just how pervasive the Vision Zero program has become throughout Central Florida and the United States as a whole.

Let’s jump in and take a look at what this is all about.
Vision Zero… Control, Not Safety
At first glance, Vision Zero sounds like a noble goal: eliminating traffic fatalities.
But the reality is far more insidious.
The push for Vision Zero is not about safety - it's about control.
And that idea isn’t new… especially amongst ambitious city officials who find themselves aligned with globalist ideas, including Altamonte Springs, FL City Manager Frank Martz.
From a 2016 article in Verge magazine:
“Convenience and CONTROL.” This seems to be a consistent theme, especially for Mr. Martz.

The concept of Vision Zero was initially implemented in Sweden, but now it's being pushed worldwide and has gained a foothold in cities and counties throughout the US.

As you do, ask yourself this question: How is it that governments have been working on this for YEARS, yet We The People, who are supposed to guide the government, are just figuring out what’s happening?
This agenda is being sold as a way to reduce traffic deaths and make streets safer for pedestrians and cyclists, but what’s the true aim?
Here’s what Vision Zero proposes to do, from their website:
Hard Stop: Interesting graphic here, given that the traditional approach looks to prevent collisions - as in collisions with ANYTHING OR ANYONE, but Vision Zero wants to focus on preventing “fatal and severe crashes.”
But we digress.
Overall, the performance of Vision Zero in the US hasn’t been up to par, according to Vision Zero:
Could it be that many in the US aren’t taking the program seriously, because of things like this?
Before you laugh this off, please understand that the entire idea of programs like this - which line up perfectly with diversity, equity, and inclusion - is specifically designed to deter you from speaking based on common sense: i.e. “This doesn’t work!” met with “YOU’RE A RACIST!!!” and to get you to conform.
The core of the Vision Zero program appears to come down to speed - as in getting you to drive as slowly as possible… which would make it a pain to drive… which then moves you in the exact direction that totalitarians want you to go… NOT driving.
This leads to things like “low-traffic neighborhoods,” increased surveillance cameras (except in areas where they may actually be needed, because of “equity”), and hefty fines for minor infractions (unless you’re a “protected class.”)
You can expect to see "smart" systems that track every aspect of your movements, knowing where you are at all times, even down to your walking speed. The goal is to transform cities into monitored zones where even your simple trips to the store are tracked and regulated.

15-Minute Cities: Open Air Prisons In The Making
Once a program like Vision Zero takes hold of your city, it’s an easy move to the idea of your city becoming a “15-minute city.”
The 15-minute city sounds harmless enough—everything you need is within a 15-minute walk or bike ride from your home. Sounds convenient, right?
One small problem:
If you dig just under the surface, you’ll find that the true purpose of these cities is to control the way you live, work, play and interact with others. These are not "sustainable" urban models—they are engineered systems of control. They come with the promise of “reducing your carbon footprint.”
For the super low price of your freedom.
In a 15-minute city, your ability to move freely across your city will be restricted.
Localized zones will dictate where you can go, what you can do, and who you can interact with.
Want to leave your designated zone? Well, you might need permission… through digital tracking, social credit scoring, or governmental permission slips disguised as "health and safety" measures.
In a January 2023 article, our friend James Roguski shared the story of what was happening in Oxford, England.
In it, he shares the following:
This is happening in Oxford, England. Spread the word NOW, or soon the control systems will be installed in YOUR neighborhood.
Oxfordshire County Council, which is run by Labour, the Liberal Democrats and the Green Party, wants to divide the city of Oxford into six ‘15 minute’ districts. In these districts, it is said, most household essentials will be accessible by a quarter-of-an-hour walk or bike ride, and so residents will have no need for a car.
On the surface, these 15-minute neigbourhoods might sound pleasant and convenient. But there is a coercive edge. The council plans to cut car use and traffic congestion by placing strict rules on car journeys.
Residents will have to register their cars with the council and they will be tracked to count their journeys through the key gateways. It’s the social credit scheme that starts with your car and works like anti-frequent-flyer points.
Under the new proposals, if any of Oxford’s 150,000 residents drives outside of their designated district more than 100 days a year, he or she could be fined £70.

Yep, all of the joys of Vision Zero & 15-minute cities… including restricting your movement, and your freedom… making you a captive slave.
In an interestingly unexpected twist, the group Right Said Fred led the charge against the situation in Oxford, sharing a flyer that told the real story:
This is how you have to fight the battle… BOLDLY.
Folks, we have a real fight on our hands to reverse the trend of “Vision Zero” so that it doesn’t lead to even more “15-minute cities.”
The thing that we can’t do is act like it’s not happening - as you can see in Central Florida, we’ve been doing that, and it’s resulted in traffic being worse, no meaningful reductions in bad things happening, and more control for globalist power brokers who want more power, and the money that comes with it.
